In Rockstar's defense, this DLC was planned since GTA V's release. Though, as a single-player DLC. So I'm guessing they had some stuff already done, but Take-Two fucked them over through the excessive monetization.
All countries should restrict it like in Belgium, where you can use the DLC, but you can't gamble the money you've purchased. (If I read it correctly)
But yeah, after playing the DLC for 2 hours or so and buying almost the entire penthouse (except the private dealer), I must say the DLC's pretty useless. You can't earn a lot from it. The odds are shown (98.5% return with slots, according to them), but first of all I doubt they actually show legit ones and also second, it's not like we can trust them. It's electronic odds. Shit can be tweaked. Unlike in card games, where you can technically rely on actual physical cards.
I lost 10k in GTA$ and won $1200 on slots. Horse racing lost me 5k, won me 25k.

they must be really desperate for fresh money.
or they just can't get enough, as usual.

(Sorry if already posted - could not find if so)
I was surprised when Rockstar released the casino update - poor timing with the EA / Loot Box / Gambling hearings that have been going on.
