While the FAQ might not be as easily accessible as some users would want, it is not all that hard to find and will help you will all you need to traverse this wonderful website. Here I will outline some of the more commonly misunderstood or broken rules.
To understand what it is to gift on steamgifts.com we must first understands its core rules and etiquette. Creating a giveaway and indeed entering into a giveaway you enter into a contract of sorts with SG that you abide by the rules concerning the delivery of goods in a timely fashion and activation of the goods onto the account in question. As the creator of a giveaway upon ending of the giveaway you have 7 days to deliver the game to the winning user and they themselves have the same 7 days to complete their end of the gifting process, insomuch as you must redeem the game on the account you entered with, and may not trade it to others. As the winner, creating topics in the forum complaining about how you have not received the game before the seven days are up will lead to mockery and flaming, however, creating a topic after the seven days are up will lead to similar mockery and flaming because the forum is not used to receive support from the mods or admin.
When creating a giveaway bear in mind that you must not misrepresent the title being given away, Misrepresentation can come in the form of giving away beta keys or guest passes under the guise of the full game, thus mislabelling the game in such a way that the game being given away does not represent the end product (for example, creating a giveaway for MNC but the product you are giving away is SMNC). Aside from guest passes and beta keys, creation of giveaways for exploited CD-keys are also against the rules, these are kept updated as often as possible. This does not mean that you cannot giveaway the games on the exploited list, but more that unless the game is a giftable steam copy, the key is likely to be considered exploited. One other rules to keep in mind when creating a giveaway is the submission of CD-keys that require VPN activation or regional restricted games, something which violated the Steam TOS if trying to activate outside of the intended region.
When trying to giveaway a game please note you cannot gift games from your Steam library. They are permanently attached to your account and not giftable. So how do you get a game on Steam that you can giveaway? When you purchase a new game, you can either Purchase for yourself, or purchase as a gift. "Purchase as a gift" gives you options to either send it immediately, or store it in your inventory to send later. Once safely stored in your inventory you are set to create a giveaway and can even set your inventory to public viewing to ease the minds of the users that your giveaway is indeed genuine.

Ever take a test to get into a private tracker? This seems like an easier version of that I guess...

This quiz wouldn't be completely obscure and random as many of those private quizzes are. This will only pertain to the information provided in the FAQ to ensure that the test-taker understands the rules.

As long as it was, like, maybe 5 questions (10 at the most) and easy to answer as long as you'd even glanced over the FAQ... yeah, I like that idea. I don't mind, say, all the Nuclear Dawn "spam" posts, but I hate all the fake giveaways lately.

It's only a one-time test for newcomers of SG, so I'd be reluctant to limit the questions. Really, just ask the questions that would pertain to the issues (i.e. what you just said about fake giveaways for beta keys, people thinking it's their wishlist, etc). I doubt it would be more than 15, but I haven't taken the time to make a full list of questions. I just wanted to get this idea out there.

Ah, the impatience of gamers. I hear ya, though. But, considering the nature of the site people might be encouraged to put forth the minimal effort required to pass a simple test that shouldn't take more than 5 minutes (if you read the damn FAQ like you should have to begin with).

I'd be all for it, at least then we wouldn't have as many people who are ignorant of the rules. I see it being feasible for it to be introduced to the account's first giveaway. Anything after that may just turn people away from making giveaways because it's "too much of a hassle."

I suspect most people that break the rules are probably well aware their doing something inappropriate, they simply don't care, and are pretty content to ignore any rules that don't suit their preferences.

Multiple choice test sounds like a good plan, although a brilliant way I saw another site do it (don't quite remember where though) was that they had an agreement with an outline of the rules and if you just hit agree a window popped up chastising you for not actually reading it and told you to try again. Near the end of the rules it said to actually accept that you understood you had to click on a specific letter in the title of the agreement.

I suggested this a while ago, but not in a thread of it's own. I like it.
My suggestion had the test pick up questions from a database so it was fairly different for each person and everyone had to fill the test every 2 months - to ensure people don't forget (could be a bit harsh I know.)
Sample questions (and sample answers, could be any number or game in the answers so long as the correct one is there):
What is the minimum number of people needed to enter your giveaway for it to register as contributed value? a) 1, b) 2, c) 100
Which of these games is on the current gifting blacklist? a) Fortix, b) Minecraft, c) DiRT 3
How long after a giveaway ends does a gifter have to gift you a game you won before you can mark as not recieved? a) 2 minutes, b) 1 day, c) 7 days.
Where is the correct place to report someone for a trading scam / offense? a) S.Gifts forums, b) S.Trades (give -ve rep), c) the police.
Where is the correct place to report someone for not gifting a game you won / deliberately giving the wrong game? a) S.Gifts forums, b) S.Gifts Support, c) Steam Support.
What is the correct procedure when you find a giveaway you suspect to be 'FAKE' or against the rules? a) Enter it and say 'Thanks' anyway, b) Report it and Hi-Jack the top comment with FAKE / ILLEGAL / your explanation as to why it is those / other abusive comments c) Report it and carry on with life.

I still think the test would be simple as you would have the answers available on another tab. 100% accuracy is not unreasonable for a test of this nature. (If someone makes a stupid mistake they can retake the test in a week)
Those who then pass the test and yet continue to break the rules will undoubtedly be subject to the ban hammer because it's now easier to ascertain who deserves it.
I suppose, then, the questions must be based around pertinent information provided in the FAQ that can also lead one to be banned should they disobey.

I strongly disagree. The FAQ is not comprised of abstract ideas or difficult arithmetic. It is a very simple stating of the terms of this site in an effort to maintain fairness and order in the spirit of selfless generosity.
To have the answers clearly spelled out in front of you on one tab and the questions asking if you read and understand the rules on another tab is surely a simple test that anyone should be able to pass with 100% accuracy.
60%? I'm sorry, but I find that a ridiculous percentage (60% being the absolute bottom of spectrum of passing percentages of any grading scale I've ever used).

Furthermore, in regards to your comment "no test has 100% requirements" this test would be allowed to be RETAKEN. Given infinite time (after 1 week automatic dismissal/suspension from the site) no one should be incapable of passing the test eventually and thus have an understanding of the rules.

ALSO, the test would be relatively short. If we had only 10 questions on the test to show competent understanding of the rules (even though I'm sure we could write more than 10 questions), how can you then justify 40%, four of those questions being answered incorrectly? Can four of those questions really be so unnecessary as to not require adequate understanding of their answers?

As for my limited comments, frankly I'm rarely vocal (textual?) on forums, but I'd like to be more so on this site simply because of its nature. A website where people freely giveaway games to others in the spirit of generosity? Sign me up! But, it's plagued with faults that need to be addressed to make this a friendlier place.

Has anyone thought about introducing a competency test when joining Steamgifts that you must pass @ 100% before being able to enter or create giveaways?
It could ask multiple choice questions like:
When creating a giveaway, which of these is NOT an appropriate gift?:
a) A game in your Steam Inventory
b) A Steam-redeemable code
c) A beta key to a game
Any thoughts on this? Questions you'd want to add (from the FAQ, obviously)?
If this has been a suggestion before then I will close the thread.
