RE7 regionlock question

I'd like to make a GA for Resident Evil 7 but when I checked the steamdb I see a lot of different packages.

Can a winner play this in lets say the US or Asia when I buy it in the EU (Holland) and gift it?

I already own RE7 myself but cant check the steam sub atm (at work)

If I'm not wrong EU packages should be reedemable everywhere. But wait for someone else to answer cause I'm not very sure about it :s

EU is row, atleast the netherlands.

You can create a giveaway without any problems, the netherlands store = redeemable everywhere.
