When creating a giveaway, in the group selection for "6. Who Can Enter" there are two groups labeled as Members with different member counts. I assume this means SteamGift members, but why double and why the different count?

And is it possible to have a giveaway with the restriction of level 1 for anyone not on my whitelist and for anyone on my whitelist without level restriction?

The groups section only lists the steam groups you follow (which includes groups you automatically join when you follow games), in addition to your SG account's personal whitelist group.
I'm not sure off-hand why you're only seeing two groups, but resyncing your SG account may help clear that out.

You cannot do complex rule arrangements for whitelist/group giveaways, unfortunately- however, using a SGTools private giveaway filter does offer you several more options in that regard than other giveaway types do.

Sorry for the misunderstanding. I can see all my Steam groups just fine, but there are two entries just called Members with different counts behind them (see screenshot above) and I just don't know what these exactly are.

I don't have any groups that show blank like that, myself.
Just a guess here, but perhaps it's groups for games you follow, but which have also been removed from the steam store?
It'd explain why it's sending basic group information, but not any actual descriptive details of the group.
