Giving away games is an altruist behaviour, what you propose is farming contribution.
PS: One question for OP: "should steam keys (of games, i mean) reduce their contribution value if they've bought for a very low price?, as an example: Blacklight Retribution 4-pack".

how about the idea where ppl can change the points that people need to use to enter the giveaway with maximum Point = Price of the game :D
like when i give out Bundled games sometimes i just want to giveout the game with 0P to enter :P

If one user giveaway a Steam gift of a Bundle Indie Game (EX: Steam Gift of Bastion), they have the full contributor value up and is not counting as bundle indie game giveaway?
Obviously, the fact that it is a Steam Gift must be prooved.
