What happens if your giveaway does not have enough entries? I have a giveaway with 5 copies, but there has only been 1 entry in the past hour. Would I lose the other 4 keys if there is only one winner?

Even if you had written them, you still need to press the send button to confirm a winner. You definitely will not lose any key.

Dude, you do not need to see them on steam gifts website. You copied the keys there in the first place from somewhere. For example, from humble bundle. They are still there, accessible in your profile...

The question in these cases is usually finding them again if you don't keep tabs on your excess keys in some form. For example, HB is notorious of flagging keys as not revealed even after revealing them a dozen times.

5 entries is for whitelist/group/invite-only giveaways.
public ga need 1 entry to give cv.

A correction and clarification to some of the comments above:
When giving away private/group giveaways, if you have less than 5 entries, you gain no CV for any giveaways sent, even if it's 4 out of 5.
When giving away public giveways, you get CV for every game you send, even if only one person enters/one giveaway is won [In other words, you'd get credit for sending one out of the five games].

Once a multi-win giveaway ends, each winner is assigned to a key, which you can then click to send to them. Keys that are not sent are not revealed anywhere to anyone- including yourself. so if it looks like a giveaway will end with limited entries, you'll want to make sure those keys are backed up somewhere easily accessible, so that you can repost the remaining giveaways if you desire to do so.

Having very few entries is actually cool (unless your ga is private, in this case you need at least 5) cos you can theoretically guarantee a copy for every entry ;-)
