At the risk of being a massive pedant, 100% proof only equates to roughly 57% alcohol by volume. If you cover gunpowder with spirits containing anything less than this ABV amount, the powder will not ignite.

This "proof" test of igniting the soaked gunpowder would prove to the sailors of yesteryear that they were not getting watered down grog.
