The Town of Light? It's a wishlist game and I've wanted it ever since I played the demo on PS4 over a year ago. Not seeing any recent bundles or record lows at IsThereAnyDeal.com and yet I've seen a ton of GA's for it in the past few days.

Edit: Oh and I cashed in that dollar credit for a bunch of games that dropped cards. I missed that post about the offer so thanks for linking it. It was super helpful and listed the cheapest games that dropped cards. I accidently bought one I already owned but just said the heck with it and made a quick GA. It was still a very well spent buck despite my screw up.

First Guess:
Most likely from some Eastern European Key-shop?
If you look GA-Creators, they seem to be from Eastern Europe.
If you count all keys atm, it seem to be about 80? So I guess he/they still have extra 20 keys to share?
Second Guess:
Check Developer's (Vitok) another games, wich were high priced aswell?
That might be CV-scam aswell? 1 Review say GameTime 7min. Price 16€.
My guess is, dev makes shitty games and try to charge them high, as well giving keys to his friends (or to his own multiple accounts)
