The guy who is giving it away is either publisher or at least working with the publisher of said game. No free or bundle source.

I can see people wanting to get rid of their spare Laser League keys, as the game apparently is pretty much dead now and might even go free to play, or so I've heard. But it seems strange that so many GTA keys appeared out of nowhere, from what seemingly is from a bundle 8 months ago.
