I doubt the Shining Force key has been used. I dug into it and found that you have to have Gamemaker Studio standard/free installed, otherwise Steam tells you to activate the base game first. I've read about multiple cases. The biggest issue with this is that Gamemaker Studio standard/free doesn't even have a page anymore.
