Has anyone gotten a "too many activation attempts" message from Steam lately? Just happened to me when trying the above codes (all of which were dupes, BTW, 2 minutes after posting...@#$!ing bots).

Too many activations is very normal in this thread. Too many activation attempts will pop up after 10 failed activation attempts, or 50 successful ones, whichever happens first. Additionally, once you hit the Too many activation attempts, you are on a 1 hour coolddown, and this 1 hour resets for each attempt you make during the cooldown.

Not quite.
I've had different cooldown experience. After I hit "Too many activation attempts" during large key drops, I put in a key every 10min until it accepts keys again. This process doesn't take more than a hour.
My point is I don't think there is a general cooldown for keys. It acts more like every failed attempt has it's own individual cooldown timer and when all 10 are cooling down, you get "Too many activation attempts" and can't enter keys. You can have way more than 10 failed attempts in a row if you put a little time between keys. (Maybe 7 min intervals?)
