Well if that's the case and someone has a problem with it then I would say take it up with the staff then, no? No one should have to hesitate reporting someone for a rule violation because of what the potential end consequences might be. That's a staff decision-making issue, not a rule problem. If it doesn't seem fair then it's on them for not having a better system and/or policy in place.

emailed the guy. tbh i feel slightly ridiculous reporting a guy for not giving me something for free "properly" when he probably made an easy mistake. i can't tick "gift not received" for some reason. so it seems either i report him or i'm the one who gets potentially reported by someone/banned for having won a game but not having it in my steam library, correct?

I would have bought you the game, but I have to watch my money output due to Bioshock Infinite.

What's worst punishment not received or a report for region restriction key, wich probably will make the giveaway deleted so no not received.
In my case I mailed and sent messages to creator explaining the problem and showing the fail redeeming the key. I even showed him two sites with 80% sales on the game and also offered him to send me the money that cost me to get the game on those sites... No success.
