I recently got a credit card that restrict me to my own country only therefore i cannot link it @ paypal
question is, if i link my bank account will i be able to purchase stuff via PP?

I have my bankacc linked to pp and can pay on some sites. I can pay on bundlestars but not on humblebundle. So linking it doesnt necessarily mean you will be able to pay with it

i have no idea why. It does work on some sites but on other sites it just asks me to add a credit card on my paypal account.

Paypal allows you to spend money if you have a bank account , in US but it varies by country so idk but it should since its a bank account and paypal prefers bank account as your main(Defaut) funding source.

I have my bank linked via PayPal. You set up a direct debit agreement with them, then you can use your bank to make direct payments via PayPal.

When I first setup my PayPal, I didn't have a CC. Was able to make purchases through my bank, however you have to have your bank setup your account to allow for it if it's not already. That being said, if you ever have both your CC and Bank on your paypal, be very careful with how you make purchases, and that it's set to the proper primary. Had an incident once myself where I wanted a purchase charged to my CC, and it instead charged to my bank causing me overdraft fees. Really sucked.

Same. it happened to me because there's 2 different "settings"/types of vendors and I only had configured one.
I also had some balance so I hit pay with balance and the difference was charged from my bank instead of my CC.

Yah, I was certain I had my CC set as my primary method of pay, but it still went through my bank. Pissed me off quite a bit, so now when I want to use my CC for payment, I just do it directly instead of through paypal. Ended up costing me over $100 for 2 copies of City Skylines thanks to the NSF fee. The NSF fee was more then the cost of one of the games.

You can link your bank because I did it because I did a lot of HH group buys with PayPal. It meant I had no/little fees on money I sent. It takes a few days to set up :)
