So I have been giving away some games lately and I started out with high priced games (20$ish) and I have given away 50$ worth so far but Im only level 1.

Is it because my cap is higher due to giving away big games up front rather than doing 2$ giveaways and working my way up?

Any info on how the levels work helps, I would love to raise my giveaway cap so I can gift you guys more games :)

Games that have been very deeply discounted or sold in bundles are only worth 1/6th their Steam price in CV.

The problem is all about bundled games. A bundled game gives you only 15% of the base price in CV.
To achieve level 1, you just need 0.01$ CV, but reach level 2 you need 25$ "real" CV.
Read this thread!
You can use this link here to verify your real CV.

Just to give you and example, Alien Isolation is worth 50$, but is bundled and will give you a lot less CV.
Fallout 4 instead will give you 60$ CV as long as you make the giveaway before they bundle it.

Correct (well, depending on if you consider 15% practically nothing, giving away plenty of bundle games really does add up). That is, unless it's in a really expensive tier. Basically, if the game has an effective discount of 95% (counting the other games in the bundle as well), then it gets bundled, so some upper tiers in bundles remain safe.
Also, if a game is ever 95% off compared to the US steam store anywhere in the world, it gets added to the bundle list.
That said, if you pick the "right" bundles, leveling up through bundles is still most likely the cheapest way of leveling up.

It was? Are you sure it's not just due to Russian prices that 90 % off games are getting added? Because with 90 % we will see a whole lot more games getting bundled due to the Russian economy. It's currently enough for a game to be roughly 85% off on the steam store for it to get bundled due to Russian prices.

Anyway, a lot of people base their giveaways on 85% discounts rather then on 90% recently.

The 85% thing is due to Russian prices. If a game gets a good sale on the main steam store (85% or better) then it means that barring special cases, the game will get bundled due to prices in Russia (sometimes the sale can be even lower than that), but the same does not hold true for other sites that don't do Russian region pricing, and you can snag a game on a massive (sub 95%) discount and still get full CV.

Well, not so fast, that 15% can go from 0.15$ to more than 15$ (depending on the base price of the game).

For instance, I never got to give away unbundled games, but still I am level 4 and a half.
(I will asap, guys, just let me get a job. T_T)

Get the add-on steamgift saver. Then go to sales ---> highest savings ---> calculate best deals. ;)

Hehe, you're welcome. This way, you'll find some good discounts for games that aren't bundled yet. Beware the ones above 90% though, because there's a small possibility that they'll get bundled at some point.

Exactly. But avoid the 90% discounts. After you press the button "calculate best deals", you'll see the discounts in different colours. I have adjusted mine to show the 90% discounts in red colour. These are unsafe, which means that they could be bundled soon. If a game is on 89% discount or less, then it's a lot safer. So, as long as it's not bundled, you'll get full cv.

pretty much every game on that sales list is bundled lol I've been comparing them the the list of bundled games :P

Well hopefully I can find some games to buy for giveaways that give me decent CV at cheap prices. :P

No, if your game was given away before the date listed in the bundle list you still get full value. There's only one person handling the bundle list, so the bundle list is not instantly updated, and sometimes games gets retroactively added.
