I've changed somewhat over the years, but here's where I draw the lines now.
Multiplayer: Whatever the rules say. In a full online game, I won't cheat. If it's just friends, i'll use whatever rules we agreed on ahead of time, and assume cheats are banned unless we're all using the same cheats.
Memory modification: Only to access content that would be unavailable otherwise, or get back to where I already was after losing data. I used to do this extensively. These days, unless I just really want to be at a certain point of a game for a specific reason, this kind of cheating takes the fun out of the experience.
Game file modification : If it's in an INI file or similar easily modified plaintext, it's fair game. Otherwise no. I used to hex edit save files to skip grinds, but now I just save them for when I feel like grinding. The only other exception here is...
Terraria. If I have 1000 of a building material and need 6000 to build a cool thing, I'm going to dupe it so I can build my cool thing. You can't stop me! Muahahaha!
Macros/Autoclickers: Basic repetitive clicks. If I need to spam click in the same spot over and over for a clicker game, or alternate between a key and a mouse click to do the same action hundreds of times, yeah, I'm going to automate it. But I'm not going to download a macro that plays parts of the game for me - if I'm not good enough to beat a part of the game, i just ragequit instead.
In-game console: Whatever I think will make the game more fun for me. I will very regularly turn off clipping to run around and explore maps, and if I accidentally screwed something up, I will sometimes use the in-game console to fix it rather than reload and do it again. I don't use it for making progress, though - if I don't want to play the game, why am I playing the game?
In-game cheats: Sure, whatever sounds fun. If the devs don't want you using these for achievements/progress, they'll disable the achievements/progress when you turn them on. Obviously, if it doesn't sound fun, I'm not going to use it.
Mods: Cosmetic and bugfix mods. And I don't use very many cosmetic mods either - mostly just changing my character's appearance more than the game normally allows. The cheatiest I ever get here is the basic version of the fan patch for Vampire: the Masquerade - Bloodlines, which does change some gameplay content in addition to all the bugfixes.
Glitches: Yeah, sure. I consider these part of the game, so if it sounds fun or saves me a bunch of effort, I'm going to do it.
Walkthroughs: If I'm enjoying the plot more than the gameplay and I get stuck on the gameplay for any length of time, yeah, I'll go look it up. Also, i want to know about anything missable ahead of time, and I will look up the rest of the secrets once I finish the main game. Puzzle games, no. Adventure game puzzles, only when I already have most of the answer ("I know I need to light something on fire, which item do I light on fire?) or I suspect it's one of "those" puzzles (Google "The Goat Puzzle").

Is use cheats on offlime games that have intentionate cheats a bad thing? Like GTA series and that stuff?

I wouldn't consider that a cheat, but an exploit, since it's a part of the game.

I think the distinction between a cheat code and an exploit is a cheat is intentionally part of the game while an exploit is is a flaw in the game that can be used for the players benefit.
So in this case it's a cheat, not an exploit.

I would say a cheat engine or cheat tool. Often you can achieve the same results by manually editing some game files which is also "cheating" but not technically a cheat code.

Also a MU player, don't remember specifics after all these years but I used to go into some area with a lot of spawns, put that Evil Spirits AoE skill in a hotkey and just jam the key with a card or coin in my keyboard for infinite skill spamming

I couldn't care less if people want to cheat in single-player games - it's your game, do what you want with it. Heck, when I was a kid, i played Doom with God-Mode on and had a blast doing so.
People who cheat at competitive multi-player games, on the other hand, should go to a special level of Hell. I'm currently playing Mirror's Edge Catalyst right now, and every race will list the top three times as something like: 31 sec, 30.5 sec, 5 sec. Wow, #1 player, you cheated to get an impossible time - you must be so proud of your accomplishment...

Games are games, people should play it however they have fun playing them.
I remember the old days when I used to play more with the hexadecimal editor than with the game itself. I very often use cheats (and walkthroughs) in solo games, although not always, as the "normal" way of playing is often too time consuming, or even slow / tedious / boring. Apparently game devs think many people enjoy grinding, go figure. I know some people who on the contrary have more fun using no cheat and playing hardcore mode, good for them.
I don't use cheats in multiplayer because that's quite douchy, still, I don't understand the extreme hate against cheaters. Sure they're annoying little pests and I'm the first to rant when some a**hole runs around with an aimbot, but wishing to send them in jail for life or sue them for millions is pretty disproportionate. Even calling them "cancer" or "AIDS" is: unlike the later, they don't kill anyone, they just hurt people's feelings.
Games are only games. I know, I've played them a hell lot and still play them a lot. I think those who call themselves "professional players" or who want to call gaming "e-sport" are very funny jokers. What kind of sport can turn you into an obese and give you deep vein thrombosis? 👀 Also, competitive games are for little boys, says a study 🙃🙃

Oh boy, I used trainers on GTA3 and Vice City back then. Collecting all the weapons and searching for a Cheetah sportscar was too much of a pain in the a**.
Also you couldn't get fancy units in Age of Empire 1 like photonman, big daddies and catapults throwing cows :D

[TLDR]
*When i was a child i played a game called Mu and t'was very time demanding game and thinking right now, i can see that i lost so many lan-paid-time with it that now i'm very regretted.
When i installed it in my PC, i had a lot of things to do but also wanted to increase my char, so i installed a macro that would leave my char using twisting slash killing the mobs but passive to be killed for another players.
I was something like 13 years and far away from being one of the top on that game, now they already have a function just like the one i used and it's many times easier and i'll be like "no thank's" for them.
For PVP games like CS, i just used a manual aim with some piece of bubblegum or something to make easier to aim, but that's all and i don't think it helped me anyway because i won only a few times.
I used a lot of trainers on offline games, special mentions for Mafia III because it was very slow and beside the music, there was nothing funny on that broken game. Unfortunately, i just remembered of them in the end of the game when i've already finished, but finally i had some fun with it exploding a lot of cars and doing unimaginable things.*

I'm not proud of it but i'm pretty sure that i never messed with anyone and i'll only requisite this feature in the last case. In other hand, when i'm playing online games like PUBG and GTA, it's very easy to be messed by someone using dirty tools.
About the Googled News:
Indeed, they're talking about people that make profit from cheats like Cheatmakers and "Professional" competitors, but i can't wait to see the moment when FBI will hit some toxic hack and will arrest him for life, i really hope so.
