No they aren't. As I am from Brasil the games work, but thaat are topics where people say they bought and worked nicely. There are people from German who bought Sleeping Dogs yesterday and they weren't the awful cut version

The Pacote Replay deal looks like it's all steam to me. Not sure about Dungeon Siege III, not listed on the Reddit post.
Might be worth a look if anyone is interested in the games, seems like a good deal.
