well, I don't know what situation you are in. But to see what games you have click on your account and then click subscriptions and you can see what games yo have whether it's Dutch, RoW or Russian.
I think once you trade a game from a different region for example, Dutch. I think the game converts to the region your in. But I'm not sure. I read it somewhere. But don't count on it as I've never seen it for myself.

Afaik it doesn't convert. It's popular in Germany to trade/get gifted those games which are cut in Germany with/from someone from another region to get the uncut version.

No its not, deutsch = german, dutch ≠ german
So maybe the game is not in english and most likely not uncut ;)

Dutch=from holland, Deutsch=from germany.
And it stands for Deutsch.

Dutch is the language of the Netherlands (the common abbreviation for something from the Netherlands is NL).
Deutsch is the German word for German.
Germany has restrictions on what can be shown in games so German (DE) versions of games are often toned down and have "violent" scenes removed. The extent of the censorship depends on the game.

You can't remove censorship, some monthes ago i added a deutsch version on my library and asked support if it was possible to change the version to a non-censored version (Cause i'm not from germany). They said that it's not possible. Then i asked them to remove the game of my library and they gave the money back, so i bought the non-de version.

I'm from DEutschland/Germany. Do never buy german versions. They're heavily cut and you cant change them without asking the support.
Example: Team Fortress 2 Do you see the natural grey coloured blood?

I don't know, I'm german so nobody will change a german version to another for me. But I've conversely heared that if e.g. I buy CoD MW2/Black Ops as a retail from foreign countries, I have to contact the support (And I think it was the Activision support), because Steam won't install it.

VCP = Valve Complete Pack.
Available languages are the same in the DE version for all games
But some games are versions with toned down violence: Half-Life 2, Half-Life 2: Deathmatch, Half-Life 2: Episode One, Half-Life 2: Episode Two, Left 4 Dead, Left 4 Dead 2, Portal, Team Fortress 2.
The games not mentioned above are uncut.
