If you create the giveaway you have to gift it to the winner. The game doesnt need to be in your inventory. You can buy it when the giveaway ends or they can be keys,too.

Yes, you do need the game, but it isn't going to check for the item in your gift inventory because of the fact that many people give keys from third party sites to activate on Steam. If you have a key, go ahead and make it and just note in the description that you'll be providing a key so if someone does check your gift inventory they will know why it isn't there.

You can create giveaways for games that aren't in your inventory so long as you somehow deliver the game to the winner at the end of the GA

Just to clear any doubts. This site is where people come and give games away. The winners are chosen at random. If you create a giveaway, it means you are giving away the game.

This site is not a magic genie where you just wish for games and they are magically given to you.

The site doesn't have enough money to sponsor all of us into buying us games so we can give it away. If that was the case, many people would've given away AAA games and stuff.

If you make a giveaway, make sure you actually plan to get the game (gift or non-activated Steam key) either before the winner is determined, or within seven days after it ends, otherwise there will be severe consequences. You can still make a giveaway before you have the game, but make sure you have a way of getting it.
