You'll most likely see two options when you put in the key in Steam. You'll see Borderlands 2 and Borderlands 2 RU, just choose the first one and it's the worldwide key that can play with everyone.

As I said. It's worldwide, but gives you the option for russian as well. Don't want to use the russian version? Don't choose it then. Because of a petition that people made because Russians would get a completely different version of the game, they made all the keys for BL2 region free. My friend in US is playing the worldwide version fine. Your loss then.

I don't see how that's an issue when they made the keys worldwide. Is it not possible to receive a key from a russian through a trade of some sort? I doubt Steam would ban your account when they don't know the full circumstances. And it's not like you actually did wrong by using a VPN to buy from the store to bypass regional pricing. THAT is against their ToS, there is NOTHING in the ToS against activating a key. All they know(if they even care enough to check) is that you activated a region free RU key on your Steam account. But either way, like I said, his loss. I look forward to getting this game at a fraction of the price when I can.

The main problem is that the site has the physical CD-key, not you. This guy had his account suspended because of a (presumably stolen) retail Dead Island key, and Steam support insisted on him providing proof that he owned the physical product (which he didn't) to undo the suspension. See the screenshots of his support ticket.
Also, in theory, whoever owns the physical copy can hijack your account by following the offical 'Reclaiming a Hijacked Steam Account' procedure, though I doubt this happens in reality with key resellers.

Absolutely. But the risk remains. Which is one reason why a lot of traders refuse to accept keys for AAA games.

I see where you're coming from. You never can be too safe, but I'm sure these key resellers want to have a good reputation or they'll go out of business.

So,i was searching a legit site with low-price keys for Borderlands 2 and i found this:
