How will deleting giveaways (giveaways that haven't ended yet) affect your Giveaway Feedback ratio, the number of games you can give out at a time, and your Steam Gifts Level?

The only consequence is losing that giveaway slot.

It affects only the second one. If you delete your giveway, you lose one of your giveaway slots.
