Second account, not tradable backgrounds and emoticons.

So, I sent from my main account to a new account a few backgrounds/emoticons and a few CS:GO Skins(even if i don't have the game on second acc). The problem is when I tried to get them back, I could get only the csgo skins, not the bg/emoticons.

What's the problem ?

My guess is the second account's trading privileges are restricted. Did you buy anything from the store worth $5 with the second account?

Probably, new accounts can't send trades until they spend a minimum of 5 dollars in the Steam store. It was a somewhat recent addition to secure against bots.
