that was 2 years ago. and the price now compared to 2 years ago (0.29) in my store is about +0.06 which is 0.35, not much different. + because it is region lock gift, the price of 4 packs here are worth about 0.21 per pack. So, i think it is worth grabbing.

I know it was awhile ago and I wasn't disputing that it is the best deal now. Just pointing out that the Humble Store deal was actually the lowest ever. For me the 4-pack on Steam is $1.79, which works out to $0.45 per copy and the Humble Store deal was $0.29 and you only had to buy one (plus you received the DRM-free build as well).

Yeah, it sucks. DLCs used to go for 75% off, but ever since the currency re-pricing they seem to hardly go more than 50%.
That said, the game is still ridiculously good in value. People are always initially turned off by the DLC, but it's all relative. With everything I've purchased, I'm still averaging about $0.10 per hour of playtime.

Dude, don't fear. I too, hate RTS. I had only played turn-based or hybrids like Total War up until trying CK II. Grand Strategy is a whole different beast (and it's amazing).

27/10/2017: Sale has begun. Seems Steam is having trouble updating the store values (not even showing up on the wishlist page yet).
28/10/2017: Prices now seem to be stable. Some new deals apparently pop up, while a few disappear, but most last until the 1st of November.
29/10/2017: The "Extended SteamGifts" (ESG) script has updated, adding Steam Widgets. While quite the useful feature, seems it has wreaked supreme havoc in the legibility of some parts of the thread :) In case you're wondering, it's tied to option #13 in the ESG configurations.
30/10/2017: A few deals are already disappearing. Some examples: Songbringer is now at only -25% (from the original -75%), while Neon Drive is no longer discounted (reduction only lasted the first day of the sale).
01/11/2017: Aaaaaand, it's done :) The Halloween Steam Sale has come to an end! Next one is the Steam Autumn / Black Friday (expected to run from the 22nd of November to 28th of November).
