Yes, that's the way it works.

A game gets added to the bundle list with a specific date.
All giveaways for that game created after that date will be treated as bundle giveaways.
If that date is in the past, it works retroactively.

That way you can't "beat the system" if Shobo (the SG user maintaining the bundle list) is out of town for a day or two when a new bundle comes out.
