    2 install game
    3 run SteamOS in livingroom with 56" TV (or more ;)
    4 Streaming game from win-to-tv
    5 profit!

  1. That doesn't mean you can use Skype; Maybe it's not even supported? (But I think it will be)

With SHIELD you can stream non-steam games as long as they are in your library, so I don't see SteamOS being any different.

They say that you'll run the games on SteamOS, not just stream them from your PC....

Only some titles will be native to SteamOS, the rest you will indeed stream:

"Watch for announcements in the coming weeks about all the AAA titles coming natively to SteamOS in 2014. Access the full Steam catalog of nearly 3000 games and desktop software titles via in-home streaming."

You have your computer running the game, and there's a second machine in your living room.
The second machine is connected to your TV via HDMI and to your main computer via network. The main machine does all the work, while the second machine in your living room just delivers inputs and outputs.

You're probably thinking of ShadowPlay, that came out of NVIDIA's streaming tech, whereby the stream could just be dumped to file with little performance impact.

Supposedly getting rolled into GeForce Experience sometime, still patiently waiting.

Nah, I read somewhere that they were adding some kind of recording, in the OS cause Linux has less FPS impact than Windows. Not sure tho..

It's no console. It's a computer setting you choose. You can use a highend gamer pc, so you don't need any main machine, or you can use an old computer, i.e. from 1995. But maybe there are some issues with the drivers for the old hardware. You've got to try ;)

If you expect serious answers you should hold on to those questions until some more information is released about the OS. If you ask anywhere on the internet you'll get nothing more than speculation.

That said, if you do care for speculation, I'd say yes to both.
