Holiday = holy day, you should spend (part of) the day praying (or whatever the festivity tradition asks you to) instead of working.
Of course, some activities require work even in those days (restaurants, hotels, stuff that runs 24/7, farms and so on), but where the activity has a daily cycle, there is no problem in staying at home (or anywhere you want) for one or two days.
And of course, if you're self-employed or your principal allows you to, you can always decide to go to work on holidays :)
