No easy answer, tons of worthy contenders, too many to even list them. But to name one, the OST of Nier:Automata is truly outstanding!

Tom Clancy’s Splinter Cell: Chaos Theory - OST by the Amon Tobin Didn't knew about Amon Tobin (aka Cujo, Two Fingers, ..) before :)
Music (each track) is splitted into parts based on in-game situation (chill, action, enemy is near) - really enjoyed that, since most of the games don't have that (usually 1 or 2 tracks that play on "repeat").

I'm a sucker for a lot of indie games' soundtracks. Especially games like Cadence of Hyrule, Hat in Time, & Undertale.

"Hydrogen" from Hotline Miami is my absolute favourite. Second to that is the "I Shall Rise" from Rise of the Tomb Raider.

Nier Automata, with the Witcher 3 being a close second.

I'm approaching 3800 songs in my VGM collection, so giving just one is about impossible. Instead, I'll give you a favorite composer: Ryuji Sasai; he hasn't done much, but he put out classics like Final Fantasy Mystic Quest and Rudra no Hihou.

I personally very much enjoyed the Oblivion (Elder Scrolls) soundtrack, followed by Civilization 4's. :)

1. Hollow Knight has many many many incredibly evocative songs, and some exciting ones. And it has City of Tears, which almost makes me cry every time.
