perma ban its a bit harsh, suspension should be enough.

but you could write to the support that you didn't get the game, would solve the problem as well.

I think it all depends on when the non activated happened really... if it was early in the account i can understand that it might've been because of not knowing rules and all of that... so i dont instantly judge on just that.

I think there should be a suspension for breaking any of the rules, like 1-3 months or something. If someone breaks the rules twice, maybe longer suspension or permanent ban.
