Blacklist and whitelist is a bit different from what the OP is saying, but it looks like it's going to be a whole lot easier to create giveaways for people that are less likely to abuse the rules, without being too restrictive.

Oh. Due to not having used SG in a while, I hadn't read the news. Cool beans. But man, here's another suggestion. Things that should be stickied should be stickied.... For instance the news that there's going to be a SG 2.0 lol

The guy above is incorrect. You can have blacklists to reject people you don't like, but there's no way to exclude someone who owns part of a bundle.

A gifter can always choose to have a giveaway re-rolled if a winner owns part of a package. They don't have to state it in the giveaway. Are you saying you want a tool on the giveaway creation page, where you can set some options like "do not allow entries from users who own x game"? Honestly, the reduction of workload on support would be insignificant. The issue doesn't come up that often, and it's just a couple clicks to verify and approve such a re-roll... and the creation of such a tool would be so far down on cg's to-do list. I'd rather him work on his ticket backlog and other site features.

Re-roll means the gifter needs to make a support ticket, and admins need to look at it. It might even mean the re-roll lands on another person with the same problem. It also means the false winner loses points. I just think entry qualifications can be tightened, so that the SG system is more streamlined.
It's a minor issue, but also completely unnecessary. The so-called "feature" that I'm requesting is more of a solution to a problem (however small) than a feature. I understand that you have other priorities, but I would appreciate if it got put on the list, however far down on the list it would be.

I think when creating a giveaway, the creator should have the option to bar people who have certain items in their Steam Library from entering (or being able to see the giveaway, if the SG default filter is turned on). This would reduce admin workload when a giveaway has to be rerolled, and it would make it clearer who is eligible to enter a giveaway.
Examples: GOTY editions of games. The creator should have the option to bar people who own the vanilla game from entering, if they so choose.
Bundles. The creator should have the option to bar people who own one or multiple games from the bundle from entering, if they so choose.
I've often seen people explicitly saying that they will or won't accept winners who own a part of a giveaway, and I've just as often seen confusion from entrants because the giveaway creators say nothing. As a result I think this stuff should be made into a proper Steamgifts feature. There's definitely ambiguity surrounding the rule, "Don't enter for games you already own".
