Why would he contact Steam? He should a) check if the winner has the game in his library and isn't telling the truth. Also check if the winner activated all his previous wins b) if the winner is ok, contact Indie gala so they replace his key with a working one.

Steam doesn't give a shit about key trading, they say in some fine print somewhere that they suggest to never key trade ever.

but apparently they do take back keys that were stolen(and this wasn't traded) a while back somebody posted about several people lost bioshockinfinate keys they had traded for because somewhere up the chain they had been chargebacked, stolen, or bought with a stolen creditcard, so steam took them from their library. or something
(and you're right anyway since even if they did do something they probably wouldn't bother giving the key to the owner anyway lol. and then take forever to get back to you if you asked for it)
this isn't a scam or trade gone wrong if he had the key and somebody guessed his indiegala url and took it (then again i guess you could lie and say the same if it were)
(easy as a google search unfortunately)
but chances are ig just screwed up again and sent duplicate keys...again.

well sorry for getting it wrong as I usually do, but the guy is a registered scammer and is not very trustworthy, so I doubt this is IG's fault

Email indiegala, they sometimes give out bad keys.

It could also be that he simply activated it on a different account and is lying. I don't know why someone would do this, but it is possible. He could also have traded the key to someone else who used it.

That's why I don't trust CD keys unless if I buy myself a real DVD disk whit CD key on it.

some CD keys are Printed On the disk or under a cover.

That's why I don't e-mail CD Keys. I add the person and wait for them to be at the computer, that way if they don't immediately activate then it's safe to assume they're not going to at all.
I've had numerous issues with missing keys from IG, but I can't remember having many duplicate keys, but I'm sure it's happened.

His profile is not public, but I added him as a friend. He does not have this game in his library, but the other giveaways he has won aren't there either! He started asking me for a replacement, even asking me to buy something online.
I reported him. Shame he had to be the winner.
It turns out he's a scammer. Googled him and found other people who had bad experiences with him.

It doesn't matter, calling people out like that can get you suspended.

Post the link then if you feel so strongly about saving the world. Just understand that you will most likely receive a suspension as the rules state not to call people out.
There are sites that deal specifically with marking people as scammers, have you posted there yet? Seeing as how he isn't activating wins, have you contacted support on this site to inform them and have him banned from here?
Making a public scene isn't the appropriate way to go about things and if you have not followed the proper actions, then no one is going to care for your whining.

So I created a giveaway for a game I own but did not activate. I emailed the key to the winner, and he told me it was a duplicate. I checked, and indeed the key had been used. I don't know what happened. Did someone hack my indiegala page? hack my email? hack his email? Is he simply lying to me?
Have you had any experience with this? What should I do now?
