Seems really really shady, but would be the point? You can't get full credit card information of Steam, Valve actually has a pretty robust account retrieval system in case you somehow lose it or it gets stolen, and it's not like someone could offload all the games off the account and then dump it.

My guess is someone hopes to catch an account with pre-saved info and then purchase a bunch of games, then send them elsewhere.

More people will have stuff lying around in their inventory. If you manage to get hold of such an account you actually can offload games.

There are dozens of sites just like it, and generally they're legit. Usually they look more like blogs than how this one is set up, but the bottom line is just the usual "get more entries by liking us on FB, following us on Twitter, etc."

If you want to see an example, then look at "free-cd-key.com" They've been around awhile and are one of the more popular sites of this nature.

I looked around on it. Its like a website version of Rafflecopter with a different game each week. It wants you to join its steam group, post on reddit, facebook, twitter, etc to earn tickets to win that weeks prize.

Been there, done that...it's no different from any other site that offer you free stuff by completing 'achievements' like, Like this FB page, tweet us etc to get more chance to win and you have to refer your friends if you want more chance.

About your security, I can tell it's safe since it's logging in using Steam OpenID, same method like Steamgifts does.

Well, when you click "Sign in through Steam", you do get redirected to the openID page, and it is the legit one too. Plus, if you read the openID description you'll see that your username and password is not revealed to the site. So unless it is asking you for your account details, I don't see why this site is illegitimate.
