I blacklist for two very specific reasons, neither have anything to do with rule-breaking or your personal comments. This is the first time I have ever publicly or privately addressed these reasons:
Having an out of whack ratio. This isn't to say you can't have more wins than giveaways, it simply shouldn't be egregious. This is pretty easy to fix and I'm always willing to reverse it.
Utilizing too many promotional giveaways with free keys from devs. I believe those keys should be given away on developer accounts that do not participate in other giveaways. It's nothing personal, but you didn't pay for those keys and I think it's unfair to other users for such giveaways to occur on personal accounts.
You are, of course, free to disagree with either of these assessments. Just as it is my choice, it is also yours.

Same boat here being region locked, so I just give mostly ROW stuff even if it's bundled. I think the issue many have related to what he was saying is mainly making region locked games, then taking mostly ROW games from everyone else.

I have a review group, that I created when I started to write about games because I noticed that there were lacking brazilian portuguese reviews for more recent or less known games. I also love to write, I even have an article website on which I write about CS:GO. I made everything in the most professional way, and I request keys for developers in the most professional manner, like any other professional reviewer.
Thing is, sometimes when you ask for a review key, some devs send you more keys and ask you to promote the games. They're not all, I got many, many more responses with only the review key than I got with more copies. I would give you examples, but I don't want to encourage that behavior. I can't say I don't understand you.
I also denied to review AND giveaway a game, because by the words of the dev it seemed he was paying me to write a positive review with more keys. The game looked nice (and it was of a genre I love) and that is why I asked for a review copy, but when I saw the reviews popping up, I could understand why he did that.
When I ask for a review key and get more copies, I split them here and at SteamCompanion. In fact, I use my alt account on SteamCompanion (where I write the reviews and also the same account I use to moderate the group: http://steamcommunity.com/id/codexsg) for exactly that reason. I didn't wanted to use my personal account to giveaway promotional copies there.
But as I already had an account here, and I was already level 6 and 8 months old on the site, I had no option as multiple account is forbidden and I didn't want to risk my main. And by the way, my ratio was always positive. Its not like I had any reason to want to boost my CV or anything like that. Also, you may trust me or not, its up to you, but I never cared about level, mine or others, all I wanted to do was to giveaway games. And I won't lie, when I get more keys I feel good. But I feel good to have the opportunity to giveaway games as I know other people will be happy. Not because I will get CV.
If t here was an option like SteamCompanion to giveaway promotional copies without getting CV (that you could, at least, not forbid, but make other users be aware of your intentions), or to create a promotional account that it would not let you enter giveaways but they could let you use more than account, I would.
I also don't see them as totally free in my case, as writing reviews is kind of a work. You may decide to don't write a review about a game if you don't like (I don't see a point of writing negative reviews), but if you think the game is good but realize its not for you, or you are bored, you cannot leave the game to play in the future or simply give up. You have a responsibility with the people who trusted you with their games.
You have every right to keep me in your BL if you don't think that is fair. Just wanted to explain my intentions. I don't care about CV. But I do care about having my intentions being misinterpreted. Its also up to you to trust me or not, but I just had to explain.
PS: By the way, here is a suggestion for SG: Don't forbid promotional giveaways. But let users decide if they will get CV or not. That won't stop users from making them, but will let the people like you, with legit concerns, to know your intentions and won't BL you or have a wrong idea about you.
EDIT: Oh, I also made one 50 copies giveaway of a bad game with the intention to promote my group tho. It was the first and it was not for review (I never reviewed the game) but I wanted to make a huge giveaway to promote my group for my upcoming reviews. The game was bundled tho, so I barely got any CV for it.

Anyway if someone else is uncomfortable with this, I suggest to blacklist me too. I understand, it is totally fine, I will not blacklist anyone back for it (just let me know what the reason is so I can know to not blacklist you back), I won't think bad of you and we are totally fine.
But if you are level 6 and below please consider not blacklisting me because I was level 6 already when I started to make some promotional giveaways.
It is fair that I get less chances to win games for it. I just don't want to be cherry-picking giveaways to enter.
I'm fine with the blacklists as long as you're not misinterpreting my intentions.
Anyway, I'll be thinking of solutions for it too.

I would be very happy already if you only said you understood but would keep me on the BL for the reason I explained above - which I would think its totally fair. I've been rehearsing talking about it for quite a while on your other topic (and from other people, I even have a huge .txt file saved that I did not have the courage to post but was thinking about it), but since you gave me a direct answer I had to take the chance to at least explain to you and so more people would know. I wanted to make it transparent.
Anyway, a couple of days ago I managed to get accepted at two platforms that devs use to handle review keys for the media, so I don't have to deal with them all by e-mail, and I don't get extra copies there. But smaller devs still don't use it. I'll be thinking of ways to compensating it when it comes to that. The problem is, SG is still probably one of the cheapest and most efficient platform to promote games. I think we all as users know that for experience. I've found out about so many games here, I added so many games to my wishlist after finding them here. SG has a target-audience so perfect for indie games that its actually hard to deny when devs ask because of it, because I know it will be actually good for them. I thought of ways to compensate it, but I'm clearly kinda lost too. I accept suggestions on how to keep doing it when necessary.
Anyway sorry for the long responses, I already write a lot usually for no specific reason and as I said I rehearsed about talking about this specifically for quite a while now so I had many things in mind. All I know is that I feel very glad that you understood.

If the number of people is high (and it seemed to be in hundreds in this case), it might be better to make a broadcast. Easier to reach more people faster that way.

It's taken a few days, but I've overhauled my aging blacklist and removed about 500 entries (honestly, that was most of them). I recently crushed a dream job interview and was offered the position, so I figured now was as good of a time as any to clean the slate. Feel free to leave me blacklisted though, I know I can be a jackass when I'm tipsy.
