It could be that babies are one of the rare groups of people to actually get a long period of sleep. Regular people maybe sleep half of that, working people 4-8 hours depending on the day, babies average 10-14 a day.

Because when the phrase came about, it was when parents all gave their kids whiskey dipped pacifiers to get them to fall asleep.
