Well it's kinda 70% stealth, you can creep in the shadows and use silenced weapons to headshot all the human enemies, or just stab them from the back :P
The 30% is the survival horror, the non-human enemies, but this keeps the game balanced and not so boring stealthing non-stop.

Crysis 1-3 (you can play almost all the time stealthly if you want), Sniper: Ghost Warrior (stealth most of the time), and some horror games, such as Penumbra and/or Amnesia. Yeah those are the only ones I can think right now, and also, if there is a game that is everything but a stealth game is Just Cause 2.
Edit: If you're old school you could try the Syphon Filter games for PS1. Those are AWESOME! There's also 007, wich is kinda cool depending the one you get. I recommend Everything or Nothing.

I have played Crysis 2 I just forgot it on my list... and Just Cause 2 IMO is similar to Far Cry stealth wise, but is more fun when being destructive!

The Walking Dead: Survival Instinct is a stealth game. And it did recently get a sale, so can be had for around 3 keys if you do trading.
You should also look into the Tenchu and Shinobido games on consoles.

Since I never watched the show, I only have the opinion on the gameplay. Its not perfect, but I paid $10 and was happy with the quality of the gameplay. It gets a lot of flack over stuff that is honestly untrue (such as being called a CoD clone).

Indeed. Just wish I didn't need to get rid of Tenchu Z (360) and the PSP Tenchu and Shinobido games recently. Those were great. Still got the older games at least.

Like Deadly Premonition isn't this meant to be like a 'so bad it's good' game? It got very average reviews but it seems to be this underrated gem (small cult following haha!).

Alpha Protocol gets a lot of flak that I'm not sure it deserves.
The game was built with stealth in mind and most, if not all, of it's major flaws are combat. The cover works like crap, certain weapon types are miles better than others, and the AI is very bad.
Beyond that though, it's a good game. It allows for multiple ways to solve almost all problems, some 'bossfights' can be won through dialogue.

Trilby: The Art of Theft is very good. I suspect that it was a major inspiration for Gunpoint.
You should also try the first three Thief games.
Deus Ex allows many different play styles, but treating it as a stealth game is very satisfying.

The Commandos series of games is also worth playing. It's a tactical game where you coordinate several specialised soldiers to infiltrate nazi military bases and such. Have your diver emerge from a river here and open a gate so your driver can take a truck through it. A guard will come to stop and inspect the truck but your green beret was hiding underneath the snow and silently kills the guard with his knife as he passes, so your spy can take the guard's uniform... sort of thing. It's a stealth game about pulling off Hannibal Smith plans.

It's not really an RTS, I'd say more a tactical semi top-down stealth shooter with multiple people that you control
