it depends the crowd I am with. Hanging around some gamers who play WoW and stuff like that I don't feel like I'm a hardcore gamer, because the hours and shit they put into that is way more than me. But when I'm with people who don't play at all I feel I put way too much hours into this

It's about how many games he has played! Just because he played DOTA 2 for 10000000000000000 hours, this doesn't make him a gamer. When you play multiple games, that's when you can be called a gamer.

neither, it is what kinds of games you play. If it is browser/mobile tier games then no they are not a "gamer". If they are into real games on consoles and PC then sure.
