Why are there so many repeating games on here?

Do people enter into contests on games that they know they won't play and will just re give it?

it's not allowed to re-gift games.

If you are asking because of "Guns of Icarus" - check the forums to find out why there are so many.

Other than that: game sales on various sites.

This. Why not read the FAQ from time to time.
But to answer your question: In general because specific games are cheap at some point. In a few cases (like now for example with Guns) because some people are unable to read.
