You can leave a message on a previous giveaway that they created. Also, if you go to the winners page for the giveaway you created and they won, it will show you their email address next to their username.

Also, on the "winners" page, you can click "modify" next to the key and replace it with the new key. Then you can just let them know that you replaced the key. That is the easiest way if you are contacting them through steamgifts, but if you are going to email them, I guess you could send it directly in the email if you want.

if you violated your obligations to follow the guidelines of this site for giveaways when sending keys
i cannot see why a special circumstance should be granted for this instance
if anything, i would move on and create a new giveaway with the valid key(s) and learn from it
just my opinion; i know things happen that are out of an individuals control...

As far as I'm concerned the replacement keys I received belong to the people who won them in those giveaways. Looking at it from their perspective I would feel upset if the creator of the giveaway simply gave away the new keys. In my personal opinion, I would prefer to fulfill my 'obligation' to them than to simply move on.

It's bit old, but I think it will still be fine to reply.
I'm attempting to contact previous winners. One of which didn't leave a comment so I tried friending them on steam and they apparently blocked me.
That's all you can do. If winners do not want to interact with you to get new key - you can create new giveaway with it and leave previous giveaway with not received status.
I don't really have any other idea of how to contact them so I'm wondering if it'd be suitable to request a new winner or try something else.
Current winner will still need to give permission to re-roll giveaway. So if they do not respond to you - we will not be able to request new winner for such giveaways.
Also as AllTracTurbo wrote - if you contact with winner you should either send them key directly or by modifying key on your /created page. If you leave key in plain text it may be activated by someone else than the winner.
Giveaway feedback is locked after a month - so you may need to send request received feedback ticket to change status of your giveaway.

So I made a giveaway a while ago. I ran into some trouble with humble bundle/ PayPal and the keys were revoked, but recently just got replacement keys. I'm attempting to contact previous winners.
