Should I ask for a new winner?

Hei, I have just made a giveaway, got contact to the winner even if it can not speak English that well and I am not sure if I should request a new winner.
It just seems a bit fishy. It won 18 times until now but actually there are a few giveaways double. Saying he re-entered for stuff which he actually should own allready. And one of the double giveaways he even re-gifted on steamgifts.
Request a new winner or should I just send the gift?

If he won the same game multiple times or regifted report him and request a reroll.

report him to support - if he's already done his sentence, meaning was suspended and suspension ended then give him, if not he will be suspended and you request a reroll.

If he already owns the game, let other people get it instead, he should not get the honor if gifting it to others.
