I just checked my Account details, and I see lots of titles with Beta at their end.
I can say around half of them are expired/non-full games, BUT the other half are actually the full/final games.
So if you activate a key and you will see beta in the license title, that doesn't necessary mean it is "beta-only".

Not all. They can be early keys what the devs asking from Steam at the beginning just for giveaways to promote their new games, or giving to their beta tester community who can keep the game after beta finishes for their help. Example:
Seven Kingdoms 2 HD for Beta Testing Retail
Even some bundles has these kind of keys (for full games), like:

Understood... But been student with no source of expendable income kinda ties my hands up. In no way I'm complaining or begging for appeal of mighty emperor - it took me some courage to go out in limelight and raise my voice, and I knew I would get scorned by at least someone. Sigh... I would like to stay out of trouble - at least until I can get something to my name and not from the goodwill of others.

Ok, so I've won a giveaway. YAY? Not so much. Provided key turned out to be duplicate.
I've contacted the giveaway creator and was offered a substitute because, obviously, he don't have another key for original. I wouldn't mind - but I know that not activating a won game might lead to ban, and if I mark it as received for getting other game instead that might happen to me. And so I told him. Guy said he will contact support for clarification, and now it's been a month with no news from him, though he is still active on Steam and still on my friends list. I think I've waited enough, for him to take next step, but wouldn't mind contacting him again to see if anything goes. Or - should I not?
What are my options now - should I wait for him to get a response from support (and what that response might be)? Should I contact him again? Should I accept substitute game if it's still on offer and send a ticket to support with clarification and hope for the better? Should I just mark it as not received and move on?
I've checked FAQ and sure there's nothing clear about such a situation. I'd bet that such a question was asked before, but can't find anything, not in forum here nor through Google (though I might be looking hot hard enough?).
Would be nice to get some clear picture on that. And thanks in advance.
P.S. Loren the Amazon Princess Beta Testing still should unlock the full game? or not? 'Cause that's what it said duplicate was for...
