I don't know any written rule against it, but I won't be surprised if this will happen. After all, there is only one real rule on SG - mods do what they believe is right, and most of the time they're doing what is right for community too...

It's easy, all you have to do is go to NPCs and ask them if they have a quest for you.
The indicator for that is the exclamation mark, like pizzahut above is using, so that means he has a quest for you.
If you finish the quest you get a certain amount of XP.
When you have enough of those Windows XP licenses you level up.
See....easy.
