It's not that difficult, you definitely don't need an AI for it ;) It's even possible with JavaScript so maybe it is even calculated on the fly. But only cg (the site admin) knows for sure.
On giveaways it's not based on the user but on the game image you see on the left top.

the colors dont mean much really. they are just accents set by the site.
like if the game has mostly blue in it the color of the name and time will be blue as well or any other color that is part of the pic used for the game.
same for users profile page. it takes a color from their avatar

So it's BOTH the overall color scheme/prevalent colors in the avatar AND the game's Steam thumbnail that affect it, correct?
Because I've seen same exact one user having several different colors at one time, with different games given away, but avatar was same.

Welcome to SG Kawayol. Enjoy your stay here. Glad you went to FAQ and guidelines, hope if addressed your various queries.
Does different color of user's nickname/account name mean anything at all, or is it being attributed purely at random during the registration?
If you are talking about the color of user role in the SG profile then I think it depends on the profile image of the user. For example text for your "user role" is in pink and mine is in purple. Your profile image has lots of shades of pink and mine's a bit confusing, but I think it's a aggregate color.
I've noticed that some users have different color for exactly same single account, but different titles given away.
I don't know what you mean by that, but color doesn't have anything to do with the level you are in or the number of titles you gaveaway.
Is there an incentive to change color? And if there is, then how can I do it?
No there isn't but if you wanna try to change color, try changing your profile image in steam and sync steamgifts. You can sync steamgifts by clicking the dropdown box in the top right corner of this site and selecting "Sync with steam". I don't know if that changes the color or not.

For Guideline and FAQ
When it comes to the ”patreon” of "Steam Gifts", I didn't mention that there were various things such as "★".

I'm a new user on this site and I've noticed that users have differently colored accounts/nicknames, as well as the clock beside the giveaway's expiration by those said users. I couldn't find (or I've somehow missed it? I thought that I read FAQ thoroughly) any information regarding this, so I'm asking here.
Does different color of user's nickname/account name mean anything at all, or is it being attributed purely at random during the registration? I've noticed that some users have different color for exactly same single account, but different titles given away. What does that mean (if anything at all)? Is there an incentive to change color? And if there is, then how can I do it? I've noticed that many users are still "red" even despite being either actual verified video game developers, or big contributors/givers in general. It means that how much you give away (or how big of a Level/Rank you have) doesn't matter at all for the account's "color"? Please, explain to me how this works.
Thank you very much to anyone in advance for any answers provided.
