Making public giveaways at level 6 and below, I get the usual thank yous when someone enters a giveaway, but few after they win.

Making public giveaways at level 7 and above, I get similar entry thank yous, but for the first time, I got consistent thank yous from people after they won.

Maybe I gave away better level 7 games, so people were more appreciative, or maybe the quality of entrants jumps exponentionally at level 7 and above.

Hum...

I've only won two, but said thank you both times. I like to say small things to people before the GA is over, but I know a lot of people don't like the notifications (I love them) so I try to read the description and decide. In my 16~ GA's, I have gotten thank you once after the fact.

That's more about numerous people saying thanks for the same giveaway, which, when you multiply it by multiple giveaways that you're making at the same time, can be a lot. So, it's not the notifications themselves, but the feeling of being overwhelmed by too many of them. If only the actual winner of a game says thanks, it's more meaningful and manageable.

I like to think it's the same way that a really famous people have to deal with people coming up to them all the time and telling them how much they love their work. At a certain point, it all just becomes a blur with less meaning. On the other hand, when someone who is an actual friend of theirs who they know personally tells them they like something they did, it has more emotional resonance and significance.

That is what I am saying. I say thank you when I win, though it hasn't happened much. I don't mind when I get a bunch of notifications from people entering, but I know a lot of people do. So I refrain from saying something unless I am told otherwise in the thread/description.

Public gibs never get a 100% "thank you" rate for me, no matter what level I made them.
Though the higher the level, the higher the chance to see some appreciation.

Group & whitelist gibs succeed a lot better.

Even though I don't care about 'thank you's before the giveaway ends - I actually don't want to receive any on public gibs. But if I clearly ask a question in the description that is being ignored, it's pretty sad to see the comparison between entries and comments..
