You need to have bought it as a gift. If you bought it so that it was added to your library then you can't give it away. (Of course, you can still buy another one as a gift, but it's not 99% off anymore).
Anyway, once you have made a giveaway and a winner is selected you will be told who the winner is and given his email address. You can give the game either through Steam or through email.

You could have just bought One copy for yourself and then a giftable copy then gift it to your alternate account, that would have been simpler as I bought one for myself then 3 more copies for my inventory.
