Question about region restrictions

I have a hard time understanding how the region restriction option in steam gifts works.
Despite the many similar questions from others about the topic that have been answered in the past, I find myself confused in this matter.
For example in my last GA one of the winner was from EU and when try to send him the steam gift got this msj https://imgur.com/Qea1H1y
Everyone tell me to always check steamDB to see the different of the price when send gift and for what i check most if no all the games have the same +10% only for the same countrys like this https://imgur.com/tMR8EEc.
So what i confuse is, from now on when make a steam gift GA do i have to mark only those countrys with the +10% or leave unmarked and only show all the others countrys?
Also like i been seeing lately the a lot GA with region restriction only for CA and US, do this GA only allowed this 2 countrys or can not be allowed to enter the GA?

The countries you can see are those allowed to join. I was also kinda confused.

ohh ok so the restrictions is only for the country that show up in the list ic, whatever is no in the list is not allowed got it

Yeah if i would choose only USA it means that only users from USA are able to enter for my giveaway.
