Ratio isn't a valid ground for a re-roll.
But you can check if he has broken SG rules (not activated games and multiple wins).
Btw you can avoid such ratio's by using SGTools. :-)

Ouch. I mean, i get it. The main reason I came onto Steamgifts was to snag some free games, especially because I couldn't afford them at the time. That shit sucks.
BUT..
After 5-10 wins I felt I had to give something back, you know? I don't see how someone could win 110+ and say, "neh. prolly not time to post a giveaway yet."

Of course i know thats basically my attitude too (steam is about cheapness right?)
But likewise i find it compelling to give back... and practical too... i still need to clear my hoard of keys after hoarding keys for a year or like.

Next time you can limit your GA's for lvl2. It requires too much effort for leechers to get there but is reasonably low for ordinary steamgifter who wants to give something to community - unwanted bundles and games from tremor or cheap stuff from sales are enough ;)
And you can blacklist leechers if you want to. Your blacklist - your call :D

Deliver the key and move on to SGTools giveaways. This will ensure your get exactly the type of winners you like. In principle you just create a filter for your invite-only giveaway and fill in the field "Minimum Ratio for number of Sent/Won Giveaways" with the value you consider to be reasonable. "1" would mean the user sent at least as many games as he/she won. "0.1" would mean they won up to 10 times the number they gave. Easy.
And if you want more flexibility, you can use custom rules. See this thread for an example of what can be done with these rules.

You still may have a chance for re-roll :
If the winner is an impolite/rude guy then there's a high chance for his inappropriate behavior and you can use it as a proof to request a new winner.
You just need to start a conversation with the winner.

Levels 0 and 1 are nearly indistinguishable from each other, and both are overwhelmingly dominated by leechers and cheats.
They're rather infamous for it.
If that bothers you, consider limiting yourself to 2+ (Private giveaways) or 4+ (Public), that's where things seem to primarily be positive.
That aside, 2+ public would be the minimum for any game you'd care at all about the recipient for.
As Yirg said, the most reliable option is private giveaways utilizing the SGTools filter, since anyone bypassing that filter with a leaked URL [due to multi-accounting- I had 5 accounts do this on one of mine >_<] will be a guaranteed reroll.
As is, you can't reroll someone just for their ratio otherwise, unless they also have recent/outstanding Non-Activations/Multi-Wins (Do check that first, that's an easy way to get a reroll).

he won fair and square the stuff will deny you a reroll in the future if you dont feel confortable of give away games to a bad ratio profile you could use the steam gift tools to set your desirable ratio or just set the entry level higher than 1

Hello, I've recently celebrated my new job (wewt) by buying a bundle a creating a couple giveaways. They've just ended and winners are chosen. One of the winners has 58 wins and 1 giveaway (to get to lvl 1 no doubt, which was part of the reason I limit my giveaways to lvl 1). That seems like a pretty crummy ratio, and I doubt that person really cares about giving back to the community. I see quite a few new bundle games in their library, so it's not a strictly financial thing.
My question is, what should I do in this case? Do I eat it and just send the key, or is this grounds to reroll?
