Steam has region restricted markets now so yes, if you buy a gift from the store it can only be activated within SA region.
You CAN make a region-restricted giveaway chosing the correct region when creating it so it will be clear for people interested in entering them. There are a lot of users from SA so you will get a nice amount of entries, don't worry ;D

Another solution would be to use a VPN to connect to the US area and buy something from Steam that way instead... I wouldn't know how to do that... only that it might work.

But the reason Steam has Region restricted items is because those regions get stuff at cheaper prices to reflect the Cost of Living differences. It's not that horrible of a thing.

Okay, well, the way I was looking at it, was if he VPN'ed to a Higher priced area, to purchase region non restricted games to give away to the general public, I don't see how that could be penalized.
I wasn't suggesting he connect to Russia which is another region restricted market.
I get why you responded how you did, but isn't my suggestion valid for his goal?

It's against steams terms and is a bannable offence, doesn't matter which way your going. For the most part if steam doesn't allow something it won't be allowed here. A suggestion to break the rules is never a valid one.
Regional locks aren't just about pricing, but licensing as well. Just because a game is being sold on steam doesn't mean they can sell it in your region.

Ok so here's the problem, i'm from Mexico and recently i was trying to buy 3 games to make a GA here, but there was a message that kinda "disturbed" me if you'd like to call it like that.
why? it says:

i recently made a GA for BIT.TRIP Runner2, and there was no problem whatsoever, but i already had that game since like... 1 year ago or so, i dont remember, the point is that i didn't bought it at that moment, i already had it on my inventory.
PLSSSS help, i really wanna do these 3 GA but i dont wanna f*ck up and disappoint the winner if he is not in these countries T_T
