I forwaded him generic Chrome cookie nuking instructions:
On your computer, open Chrome.
At the top right, click More Settings.
At the bottom, click Advanced.
Under "Privacy and security," click Content settings.
Click Cookies.
Under "All cookies and site data," search for the website's name.
To the right of the site, click Remove .
I sadly can't test it because my test setup is the Steam Client, which does not support deleting individual cookies AFAIK, while if I log out here I can't post anymore :D

In Chrome press F12. Then Application tab => Clear storage => Clear site data.

A friend and I both can't log in to SteamGifts anymore after logging out. It just keeps showing the green "Sign in through STEAM" icon in the top right after returning from Steam's OpenID page.
For him the problem has been occurring for about 18 hours now.
EDIT: clearing steamgifts.com cookies is a functional workaround, as mentioned in many replies
