Looking for a russian.

Tony Hawk's Pro Skater HD + Revert Pack = 3.41 euros in Russia. I'm willing to give away 4.5 euros if a russian buys it for me and trades it to me in steam and I'll give 4.5 euros in steam wallet.

And does anybody know if somebody buys me a russian version can I change it to English from steam and is it region locked or not?
