If I win a game which the roller will send the cdkey from email, how do I know if the key is legal? If the key was gotten by illegal way (eg. stolen credit card), after I activate it, will STEAM punish me even ban me?
If I will be punished/banned by steam due to this key, can I appeal and acquire justice? What need I do?

Steam won't punish you over it, it'll just end up getting revoked and you'll lose the game in your account. I haven't heard of anyone getting punished for such since there's no way to show it's your fault.

As for the 'how do I tell' There really isn't any way, it's technically legit until it's actually revoked.

If STEAM will use this clause to me? -- "Never accept a gift from an unknown user. Any accounts tied to a redeemed gift from a fraudulent source may be suspended."

To the best of my knowledge steam has not only never done that but in cases where the removed game in question comes from a trade using the steam program(that means no keys only steam gifts) upon contacting support they revert whatever you traded back to you so no need to worry at all.

I believe they are using that solely to cover the possibility of someone(s) having an alt account buy the game through an illegal way and gift the game to their main account thus playing the game until it is removed. Then do it again.

Do remember that in case that happens you should change it to not received though.

steam will remove the game but won't ban you. i heard a story about paypal problem caused ban at desura but never on steam.

Steam will deactivate the key, but you won't get banned and you can mark it as not received after having it removed, despite marking it as received initially.
