Is it possible to build a gaming PC for less than 400 USD (Not including the graphics card)

Define gaming, what games you play, what settings etc. I mean i play indie games on a quad core, to me that's a gaming pc too. :p

On ebay most parts cost nearly retail, and on craigsligs in my area all there is is people overvaluing their 10 year old PCs.
one person was trying to sell a 512 meg stick of DDR2 for $20

Depends on a few things, such as what kinds of games you want to play, what kinds of settings you want to play them at, and if you have any parts from an old PC that can be reused to save some money.

I want to play early access survival games, which are really CPU intensive. I currently have a RX480 hooked up to an ultrabook and it just isn't fast enough.

I have a working power supply and case.

If you can afford it I'd go for a quad core i5 instead, but if not that should be ok for most games so long as you're not running anything else at the same time.

If you don't plan on overclocking you might as well as check H170 motherboard instead of Z170 but do compare the features they offer just in case you need some of the other features the Z one offers, plus the price difference is something like 10-15$ at most as far as I'm aware

Plan also to pick another cooler if you can, the 212 EVO is often on sale but at full price is easily beaten by at least 3 competitors (one among others the Cryorig H7) which perform better, are more silent and cost more or less the same.
Don't get me wrong, the 212 is a proven good cooler, but right now you can get better at the same price.
Also, check your PSU (both the 500W one suggested and what you already have), since the power "requirements" for RX-480s change quite a lot from manufacturer to manufacturer and many recommend at least a 600W PSU.

you might get some great stuff on the second hand market, a lot of office PCs have decent i5 in them, for 400$ for new CPU+MOBO+RAM+PSU and case might be a bit tight

yeah here too, but here there are recycling places that mass buy old office PCs, its mostly too old stuff but sometimes i3's and i5's pop in., i found an i7 720 on one once :,D

anyway, if you have the PSU and case already then... it might be posible:

this was parts i had already slapped together for someone else so it pushes beyond the $400 mark still, but not too far past it... with a little digging you could drop ram probably $10, cpu maybe $10-20, and maybe a different mobo for $10-20 cheaper and then it would get back into your price-range.

yeah, it certainly would. and if your not already on ssd then you can't miss something you haven't had. but once you do try it you will never want to go back. xD

It will work, but an SSD will cut loading times down to about 1/5 what it would be for most games with a normal HDD.

Sure, but 240GB doesn't sound like a lot for an OS and a bunch of games. I would probably use a HDD for storing games anyways.

not a bunch no, but if you have external storage or a additional hard drive its great to rotate out which ones are installed on ssd vs hdd (the more intense games that are frequently played go on ssd for extreme performance). personally im running dual ssd for os & games, then external usb hard drives for storage.

imo don't limit yourself, instead just buy it in pieces.

buy the mobo+cpu+ram+ssd, if possible even reuse whatever hdd you got from anything else and then later when you can afford a hair more get a better hard drive for storage and more games xD

It's very useful but its a luxury. There are cheaper options before the 850. You also can get a micro atx motherboard h110 for 50$ more or less, and will do the job.

i5 6400 its a really bad choice.

i5 6500 is only about $15 more and has a 500mhz base / 300mhz turbo clock advantage.

its not wise to buy something like that when you can spend only $15 more to get something with a 500mhz faster clock.

the last person who was building had to have their 1060 gpu and keep it under a certain budget so i had to shave all i could, and they stated they didnt care on cpu as long as it was intel.. so it was easy to just copy/paste that build and remove the parts they had xD

Get i5 6500 or i3 6100

Get 1x8 stick of DDR4 ram

Get a h110 mobo, micro atx because of your budget. Look something with the connections you need.

Get a good PSU, do not save on this.

Get an HDD because SSD is, at the end, a luxury and you are on a tight budget.

If you buy when stuff is on sale or has rebates, I did it a few years ago. If you remove the video card from my cost, I paid $410 shipped for everything. I reused my old hdd, monitor, mouse, and keyboard though.
