Ok so I won FF13-2, it looks breathtaking and I know I'm going to enjoy this, but do I need to play FF13-1 first or can I get straight in it?

I got teary eyes at the middle but right at the end, when Hachiko looks really tired and lies down for the last time... I just lost it. I can't hold back the tears anymore... Good thing I watched the movie alone, otherwise that'd be quite a scene. I can deal with people dying in movies but pets? That's like my tears kryptonite :(

You won't undestand all the dialogues and some parts of the story of FF13-2 if you haven't played FF13.
It's a sequel so FF13-2 references to FF13

Play 7-10 and if you like those play 12 and the earlier games. Skip everything thereafter

Then you'll probably like XIII. The trilogy is a strange case though, as XIII is a combat simulator and puts all focus on you developing new and new strategies with the vast array of possibilities the game gives you; XIII-2 is a classic JRPG with a very non-linear, four-dimensional story; and XIII-3 is essentially a hack & slash that runs on a global timer (and I mean global timer: you get a time limit at the start to finish the entire game). It is a good trilogy though, but yes, you'd need to play them in order to understand everything.

So since 1 &2 are so different I don't need to buy 1?

Oh yes, you do. The story is continuous. While all Roman-numbered Final Fantasies feature a completely new world and plot, the in-sequels denominated with an Arabic number mean direct continuity and relationship, so you pretty much need XIII to understand XIII-2 and XIII-3, like how you needed X to understand X-2 or IV to understand IV: The After Years, or VII to understand… all that stuff they built around VII.

It is relatively cheap and has a few sales now and then, so you'll probably get it soon. Just a fair warning: as I said, it is a combat simulator, and its haters like to call it a corridor simulator; the entire focus will be on you learning not to rely on auto-battle and learn strategies, not on where to go next (it really is a long corridor).

Before playing FF, you must give back 1000 copies of Fallout 4 as a thanks to the SG community.

You should play FF XIII-1 first. In my opinion its better and they are really conected by the story.

Having played none of the FF-XIII titles I say you just go for it. Every other game I've played that follows directly from its predecessor always has an intro movie going over the events or a chance to make whatever choices mattered from the first one if there's no save file (Mass Effect 2, Walking Dead Season 2, Van Helsing II, to name a few). I have a hard time believing you'd jump in and be TOTALLY lost and unable to play. Yeah, you'll probably enjoy it more if you play FF-XIII first, but I doubt it's entirely necessary.

I'd highly recommend XIII first.

While the story takes place after the events of XIII, it's fairly independent. However, the first game established the characters and the world. The whole driving story of XIII-2 is you play Serah looking for her sister Lightning, the main character from the first game. Without knowing her, you don't really have any motivation. And the character of Snow is a big part of Serah's life, but it's all kind of meaningless to you without really knowing their history as established in the first game.

I feel when most people try to answer similar questions here, they've never actually played the games. I've played XIII and XIII-2 and am currently playing through Lightning Returns.

With Final Fantasy, you usually don't need to have played a previous game to understand certain details... but that's between Final Fantasy 1 & 2 or 10 & 13. With 10-2 and 13-2, you need to have played the first in order to understand a lot of the second.

The story isn't connected between each new Final Fantasy, but for the "-2" it basically means it's a direct sequel and that it is in the same world as the original.
